Four years ago a marsh boy took a Seal that had been dead for a century and became a Duke with no court. Two years ago a courier company built a road through the salt. Now there is a thing on the Salt Reach that calls itself a realm: the Reach, seat at Hollowell, two hundred souls, nine cords, eleven wards, four of them kept by nothing but wind and stone and a wrist-high wall, a press that prints a pamphlet Orsenne banned, a powder yard that cracks a gate with no Hearth cord anywhere, a chancellor who wants to keep bees, an engineer no cord can hold, a wall held by forty Branded for grain, and a twelve-year-old with a whistle who knows which stones are cold. The Crown has to decide whether that is a realm or a joke.

So the Envoy-General sends Percy Hawe to count it: a Knight of the Bell, a junior auditor, five years a Crown surveyor of canals and drains before that, lazy by conviction, sent to the salt for correcting the Envoy's arithmetic in front of the Queen. He has sixty days to file a number. His plan is "Other: eleven" and a posting to the Archive, where nothing ever happens. Everyone in Hollowell expects the Crown's man to ruin the place, and the wall crew call him "the Crown" to his face and worse behind it. The canal is in the wrong place, and it physically pains him. He fixes it. He tries to leave. His horse has been bribed. Comedy, until the day the Duke announces that the Reach will leave every cord dark for thirty days, on purpose, in front of the Crown's count, to prove it can live without them before the next Drought, and someone in Hollowell has been writing to Emberwatch every Thursday.

Your goal: File the Crown's count in sixty days and get out, or stay and make sure nothing in the Reach fails on the page that decides whether it exists. Along the way: put the canal where it belongs, find the Thursday letter, and survive the Dry Month with every ward accounted for.
